01 The four phases
Design. Finance. Build. Operate.
Capulet is project manager and primary contractor. Our delivery network, wholly owned subsidiaries and long-standing partners across agriculture, energy, construction, health and education, executes under our accountability.
Co-design
We start in-country, with government and community, not with a template. National plans, supply chains, labour markets and land realities shape each Hub. The output is a bankable blueprint both the cabinet and the village recognise as theirs.
Structure
We assemble the capital stack: private investment for commercial anchors, DFI and concessional capital for social assets and de-risking, government participation where appropriate.
Build
Our delivery network executes under Capulet accountability. Local content is contractual: hiring, training and procurement targets are set at design stage.
Operate & measure
Hubs are operated for the long term, with SDG-mapped outcomes independently measured and reported. We stay accountable for performance, not just completion.

Questions.
Does Capulet work as a consultant?
No. We take delivery accountability as primary contractor. Where a government wants design support only, we advise as the first phase of a delivery relationship, not as a standalone consultancy.
Can Capulet work with our existing contractors?
Yes. The delivery network integrates proven local and international partners under Capulet's project management and accountability.
